Journal Article 1403/08/10 <p class="ABSTRACT" style="line-height: 115%;">This study aimed to identify and formulate strategies for enhancing national solidarity within the Moral Security Police of the Islamic Republic of Iran. A mixed-methods design with a developmental orientation was adopted. In the qualitative phase, purposive sampling was used to select 17 experts from the police and academia specializing in sociology. Data were gathered through semi-structured interviews until theoretical saturation was reached and analyzed using thematic analysis at three levels: basic, organizing, and overarching themes. In the quantitative phase, the statistical population comprised 730 personnel of the Moral Security Police in West and East Azerbaijan provinces, of whom 252 were selected using the Cochran formula. Data were collected via a questionnaire developed from the qualitative themes and analyzed using structural equation modeling in LISREL. Convergent and discriminant validity were confirmed, and reliability was supported with Cronbach’s alpha of 0.901. Second-order confirmatory factor analysis indicated that three overarching constructs—improving police performance (efficiency, effectiveness, citizens’ psychological peace, managerial characteristics, monitoring, ethics), building trust by the police (behavioral justice, public image of the police, altruism and empathy, institutional trust, police organizational citizenship behavior), and mutual communication with citizens (trust-based cooperation and public awareness)—had factor loadings above 0.5 and significant paths (t&gt;1.96). Goodness-of-fit indices (RMSEA=0.049, GFI=0.93) confirmed the adequacy of the model. The study concludes that enhancing national solidarity in the Moral Security Police requires strengthening organizational performance, fostering sustainable trust-building, and promoting trust-based reciprocal engagement with citizens, which in turn reinforces social capital, reduces social unrest, and improves national security.</p> <p>هدف پژوهش حاضر شناسایی و تبیین راهبردهای ارتقای همبستگی ملی در پلیس امنیت اخلاقی جمهوری اسلامی ایران است. این پژوهش با رویکرد آمیخته (کیفی–کمی) و هدف توسعه‌ای انجام شد. در بخش کیفی، از روش نمونه‌گیری هدفمند استفاده شد و 17 نفر از خبرگان پلیس و اساتید دانشگاه در حوزه جامعه‌شناسی به‌صورت مصاحبه نیمه‌ساختاریافته شرکت داشتند. داده‌ها تا رسیدن به اشباع نظری گردآوری و با روش تحلیل مضمون در سه سطح مضامین پایه، سازمان‌دهنده و فراگیر کدگذاری شد. در بخش کمی، جامعه آماری شامل 730 نفر از کارکنان پلیس امنیت اخلاقی فراجا در استان‌های آذربایجان غربی و شرقی بود که با فرمول کوکران 252 نفر به‌عنوان نمونه انتخاب شدند. داده‌ها از طریق پرسشنامه حاصل از مضامین کیفی گردآوری و با مدل‌یابی معادلات ساختاری در نرم‌افزار LISREL تحلیل گردید. روایی پرسشنامه از طریق روایی همگرا و واگرا و پایایی آن با آلفای کرونباخ 0.901 تأیید شد. تحلیل عاملی تأییدی مرتبه دوم نشان داد که سه مؤلفه اصلی ارتقاء عملکرد پلیس (کارایی، کارآمدی، آرامش روانی شهروندان، ویژگی‌های مدیران، نظارت‌پذیری، اخلاق‌مداری)، اعتمادسازی توسط پلیس (عدالت رفتاری، انگاره ذهنی مردم از پلیس، نوع‌دوستی و همدلی، اعتماد نهادی، رفتار شهروندی سازمانی پلیس)، و ارتباط متقابل پلیس با شهروندان (همکاری مبتنی بر اعتماد، آگاه‌سازی مردم) دارای بار عاملی بالاتر از 0.5 و روابط معنادار (t&gt;1.96) بودند. شاخص‌های برازش (RMSEA=0.049، GFI=0.93) نشانگر برازش مطلوب مدل هستند. نتایج پژوهش نشان داد ارتقاء همبستگی ملی در پلیس امنیت اخلاقی مستلزم ارتقاء عملکرد سازمانی پلیس، اعتمادسازی پایدار و توسعه ارتباط دوسویه مبتنی بر اعتماد با شهروندان است که این امر به افزایش سرمایه اجتماعی، کاهش ناآرامی‌های اجتماعی و ارتقاء امنیت ملی منجر می‌شود.</p> https://journaltesd.com/index.php/tesd/article/download/164/128
