A descriptive–analytical and quantitative research design was applied. Panel data from 2010 to 2020 across fuel-exporting countries were analyzed using the generalized method of moments (GMM) with EViews 13 software. The model incorporated human capital, financial development, property rights, information and communication technology (ICT), insurance penetration rate, research and development (R&amp;D) expenditure, and business environment indicators. The GMM estimation revealed that all examined variables positively and significantly impact entrepreneurship development. The lagged dependent variable (L1.EE=0.435) indicated persistence in entrepreneurial activity. Insurance penetration (0.275) reduces investment risk and enhances entrepreneurship. Property rights (0.198) and business environment (0.164) improve institutional security and ease of doing business. Human capital (0.316), financial development (0.254), and R&amp;D expenditure (0.289) played the most substantial roles in fostering innovation and workforce empowerment. Entrepreneurship development in fuel-exporting countries requires comprehensive policies aimed at strengthening human capital, improving financial and technological infrastructure, securing property rights, and expanding insurance coverage. Such an integrated approach can mitigate entrepreneurial risk and foster sustainable economic diversification.</p> <p>این پژوهش با هدف شناسایی و تحلیل عوامل کلیدی نهادی، مالی، انسانی و فناورانه اثرگذار بر توسعه کارآفرینی در کشورهای صادرکننده سوخت و تبیین نقش شاخص‌های کلیدی عملکرد صنعت بیمه در این فرآیند انجام شد. مطالعه حاضر از نوع توصیفی–تحلیلی و کمی است. داده‌های پانلی ۲۰۱۰ تا ۲۰۲۰ از کشورهای صادرکننده سوخت گردآوری و با روش اقتصادسنجی تخمین گشتاورهای تعمیم‌یافته (GMM) در نرم‌افزار EViews 13 تحلیل شدند. متغیرهای مدل شامل سرمایه انسانی، توسعه مالی، حقوق مالکیت، فناوری اطلاعات و ارتباطات (ICT)، ضریب نفوذ بیمه، هزینه‌های تحقیق و توسعه (R&amp;D) و شاخص‌های فضای کسب‌وکار بود. نتایج برآورد GMM نشان داد تمامی متغیرهای بررسی‌شده اثر مثبت و معناداری بر توسعه کارآفرینی دارند. ضریب پویایی متغیر وابسته (L1.EE=0.435) پایداری فعالیت‌های کارآفرینانه را تأیید می‌کند. ضریب نفوذ بیمه (0.275) نشان داد بیمه با کاهش ریسک سرمایه‌گذاری فعالیت‌های کارآفرینی را تقویت می‌کند. حقوق مالکیت (0.198) و فضای کسب‌وکار (0.164) امنیت نهادی و سهولت فعالیت اقتصادی را ارتقا می‌دهند. سرمایه انسانی (0.316)، توسعه مالی (0.254) و هزینه‌های R&amp;D (0.289) بیشترین نقش را در تحریک نوآوری و توانمندسازی نیروی کار ایفا کردند. توسعه کارآفرینی در کشورهای صادرکننده سوخت نیازمند سیاست‌گذاری جامع در بهبود سرمایه انسانی، ارتقای زیرساخت‌های مالی و فناورانه، تقویت حقوق مالکیت و گسترش پوشش بیمه‌ای است. این ترکیب می‌تواند ریسک‌های فعالیت‌های نوآورانه را کاهش داده و تنوع اقتصادی پایدار ایجاد کند.</p> https://journaltesd.com/index.php/tesd/article/download/201/171
