Journal Article 1403/08/08 This study aimed to identify and analyze the key legal, managerial, and structural challenges faced by physical education (PE) student-teachers during their internship courses to inform safer and more effective practicum frameworks. A qualitative content analysis design was employed. Nineteen peer-reviewed articles focusing on legal and regulatory aspects of PE internships were purposefully selected through systematic database searches until theoretical saturation was reached. Full texts were imported into NVivo 14 for data management and coding. Meaningful units were extracted and organized into codes, subcategories, and overarching themes through iterative thematic analysis. Credibility and trustworthiness were ensured via peer review and audit trails. Analysis revealed four overarching themes. Legal and regulatory gaps included unclear roles and responsibilities, lack of enforceable policies, poor institutional coordination, limited legal protection, and outdated regulations. Managerial and operational challenges emerged through ineffective supervision, insufficient mentor training, unstable scheduling, and shortage of safe and adequate sports facilities. Flawed evaluation and assessment encompassed non-standardized criteria, superficial feedback, bias in grading, lack of stakeholder engagement, and absence of technological assessment tools. Insufficient student-teacher support involved high psychological stress, lack of insurance and welfare coverage, minimal legal counseling, poor preparation in conflict and risk management, and feelings of isolation due to the absence of peer networks. The internship experience for PE student-teachers is hindered by systemic weaknesses in legal frameworks, managerial structures, assessment systems, and support mechanisms. Addressing these barriers through policy reform, mentor capacity building, standardization of evaluation, and provision of psychological and financial safeguards is crucial to improve safety, fairness, and professional readiness in PE teacher education. این پژوهش با هدف شناسایی و تحلیل چالش‌های قانونی، مدیریتی و ساختاری پیش‌روی دانشجومعلمان تربیت بدنی در دوره کارورزی انجام شد تا چارچوبی ایمن‌تر و کارآمدتر برای این دوره ارائه دهد. این مطالعه با رویکرد کیفی و روش تحلیل محتوای مضمون‌محور انجام شد. نوزده مقاله علمی‌پژوهشی مرتبط با ابعاد قانونی و مقرراتی کارورزی تربیت بدنی از طریق جستجوی نظام‌مند در پایگاه‌های اطلاعاتی معتبر انتخاب شد و گردآوری داده‌ها تا رسیدن به اشباع نظری ادامه یافت. متن کامل مقالات در نرم‌افزار NVivo نسخه 14 وارد و کدگذاری شد. واحدهای معنایی استخراج‌شده به‌طور تدریجی در قالب کدها، خرده‌مضامین و مضامین اصلی سازمان‌دهی شدند. برای افزایش اعتبار و اطمینان از تحلیل، بازبینی همتایان و مستندسازی روند پژوهش انجام شد. تحلیل داده‌ها چهار مضمون اصلی را آشکار کرد. خلأهای حقوقی و مقرراتی شامل ابهام در نقش‌ها و مسئولیت‌ها، فقدان ضمانت اجرایی، ناهماهنگی نهادی، حمایت قانونی ناکافی و قوانین به‌روز‌نشده بود. چالش‌های اجرایی و مدیریتی در ضعف نظارت میدانی، آموزش ناکافی استادان راهنما، بی‌ثباتی برنامه‌ریزی و کمبود امکانات ایمن و مناسب ورزشی نمود پیدا کرد. نارسایی در ارزیابی و سنجش شامل نبود معیارهای استاندارد، بازخوردهای سطحی و غیرشفاف، سوگیری در نمره‌دهی، مشارکت پایین ذی‌نفعان و استفاده‌نشدن از ابزارهای فناورانه بود. حمایت ناکافی از دانشجومعلمان با استرس روانی بالا، نبود بیمه و پشتیبانی رفاهی، کمبود مشاوره حقوقی، آماده‌نشدن برای مدیریت تعارض و احساس انزوای حرفه‌ای همراه بود. درس کارورزی تربیت بدنی با ضعف‌های نظام‌مند در قوانین، مدیریت اجرایی، ارزیابی و حمایت دانشجومعلمان روبه‌روست. بازنگری در آیین‌نامه‌ها، توانمندسازی استادان راهنما، استانداردسازی ارزیابی و فراهم کردن حمایت روانی، حقوقی و مالی می‌تواند ایمنی، عدالت و کیفیت آماده‌سازی حرفه‌ای معلمان آینده را ارتقا دهد.
