    <Abstract>&lt;p&gt;This study aimed to identify, classify, and prioritize the challenges associated with implementing green human resource management in Iraqi universities and to develop a comprehensive evidence-based framework. This systematic review was conducted in accordance with the PRISMA 2020 guidelines. Relevant studies were identified through systematic searches of Scopus and Web of Science, supplemented by searches in Google Scholar, reputable publishers’ websites, and the reference lists of key articles. Following duplicate removal and the screening of titles, abstracts, full texts, and methodological quality, 34 eligible articles were included in the final analysis. Study quality was assessed using the Critical Appraisal Skills Programme checklist, and articles achieving more than 70% of the total quality score were retained. The extracted evidence was analyzed through systematic content analysis, conceptual categorization, and narrative synthesis. The synthesis indicated that implementation challenges could be classified into ten overarching categories: cultural and behavioral barriers; managerial and leadership barriers; structural and institutional barriers; training and human resource development barriers; performance evaluation, reward, and motivational barriers; recruitment and human resource integration barriers; financial and infrastructural barriers; knowledge and research barriers; technological and innovation barriers; and contextual barriers. The evidence suggested that insufficient senior management support and commitment, inadequate specialized environmental training and awareness, weak green organizational culture and employee resistance, the policy–implementation gap, and limited financial and infrastructural resources were the highest-priority barriers. The absence of context-specific models, ineffective green performance evaluation and reward systems, and poor alignment between human resource practices and institutional sustainability strategies further constrained implementation effectiveness. Implementing green human resource management in Iraqi universities requires an integrated, multilevel approach that simultaneously strengthens managerial commitment, institutional structures, green competencies, resource allocation, organizational culture, and technological capacity. The proposed framework provides an evidence-based foundation for policymaking, intervention design, and the development of context-sensitive implementation models within Iraqi higher education.&lt;/p&gt;</Abstract>
    <OtherAbstract Language="FA">&lt;p&gt;پژوهش حاضر با هدف شناسایی، دسته‌بندی و اولویت‌بندی چالش‌های پیاده‌سازی مدیریت منابع انسانی سبز در دانشگاه‌های عراق و ارائه چارچوبی جامع و مبتنی بر شواهد انجام شد. این پژوهش به روش مرور نظام‌مند و مطابق دستورالعمل PRISMA 2020 انجام شد. مطالعات مرتبط از طریق جست‌وجوی نظام‌مند در پایگاه‌های Scopus و Web of Science و جست‌وجوی تکمیلی در Google Scholar، وب‌سایت ناشران معتبر و فهرست منابع مقالات کلیدی شناسایی شدند. پس از حذف مطالعات تکراری و غربالگری عنوان، چکیده، متن کامل و کیفیت روش‌شناختی، ۳۴ مقاله واجد شرایط وارد تحلیل نهایی شدند. کیفیت مطالعات با استفاده از چک‌لیست CASP ارزیابی شد و مقالات دارای امتیاز بیش از ۷۰ درصد پذیرفته شدند. داده‌های استخراج‌شده با استفاده از تحلیل محتوای نظام‌مند، مقوله‌سازی مفهومی و سنتز روایی تحلیل شدند. تحلیل شواهد نشان داد چالش‌های پیاده‌سازی مدیریت منابع انسانی سبز در ده مقوله اصلی شامل موانع فرهنگی و رفتاری، مدیریتی و رهبری، ساختاری و نهادی، آموزشی و توسعه منابع انسانی، ارزیابی و پاداش، استخدام و یکپارچه‌سازی منابع انسانی، مالی و زیرساختی، دانشی و پژوهشی، فناوری و نوآوری، و بافتی و زمینه‌ای سازمان می‌یابند. سنتز یافته‌ها نشان داد فقدان حمایت و تعهد مدیریت ارشد، کمبود آموزش تخصصی و آگاهی زیست‌محیطی، ضعف فرهنگ سازمانی سبز و مقاومت کارکنان، شکاف میان سیاست‌گذاری و اجرا، و محدودیت منابع مالی و زیرساختی، دارای بالاترین اولویت هستند. همچنین، ضعف مدل‌های بومی، نبود سازوکارهای ارزیابی و پاداش سبز و ناهماهنگی مدیریت منابع انسانی با راهبردهای پایداری، اثربخشی اجرای این رویکرد را کاهش می‌دهند. پیاده‌سازی مدیریت منابع انسانی سبز در دانشگاه‌های عراق مستلزم رویکردی چندسطحی و یکپارچه است که هم‌زمان تعهد مدیریتی، اصلاح ساختارهای نهادی، توسعه شایستگی‌های سبز، تأمین منابع، تحول فرهنگی و بهره‌گیری از فناوری را تقویت کند. چارچوب ارائه‌شده می‌تواند مبنایی برای سیاست‌گذاری، طراحی مداخلات و تدوین مدل‌های بومی در آموزش عالی عراق فراهم سازد.&lt;/p&gt;</OtherAbstract>
