The Role of the Rule of Law in Improving the Quality of Rural Tourism Management (Qalat Village, Fars)

The study aims to examine the role of the rule of law in enhancing the quality of rural tourism management in Qalat village. This quantitative survey study was conducted among residents and tourism stakeholders of Qalat village (population 7,286) in 2024. Using Cochran’s formula, 367 participants were selected via stratified random sampling. Data were collected through a researcher-made questionnaire with confirmed reliability (Cronbach’s alpha = 0.87). Statistical analyses included Spearman’s correlation, non-parametric regression, Mann–Whitney, and Kruskal–Wallis tests. Results revealed a positive and significant correlation between the rule of law and the quality of tourism management (r = 0.58, p < 0.001). Justice and equal rights (β = 0.58, p < 0.001), transparency (χ² = 25, p < 0.001), and accountability (β = 0.60, p < 0.001) had significant positive effects on tourism service quality. Weak monitoring and insufficient information dissemination were identified as major legal implementation barriers reducing management quality. The findings confirm that strengthening the rule of law—particularly through justice, transparency, and accountability—significantly improves tourism management quality and fosters sustainable development in Qalat village. Reinforcing legal structures, increasing transparency, and empowering local community participation are vital for sustainable economic, cultural, and environmental progress.
