مدلسازی تجدید ساختار کلان دولت در ایران مبتنی بر رویکرد حکمرانی خوب و برنامه توسعه سازمان ملل

هدف این پژوهش ارائه مدلی برای سازماندهی مجدد ساختار کلان دولت در ایران با انطباق بر مفاد منشور حکمرانی خوب و سند توسعه سازمان ملل است. این پژوهش با رویکرد تحلیل موردی انجام شد. ابتدا مرور نظاممند ادبیات نظری و پیشینه تحقیق با استفاده از روش فراترکیب بر روی 420 مقاله انجام شد که پس از غربالگری، 48 مقاله نهایی انتخاب گردید. متغیرهای کلان در سه محور محیط داخلی، محیط بینالمللی و محور تحلیل و طراحی مدل شناسایی شدند. سپس با استفاده از جلسات گروه کانونی و ابزار CASP، روایی و پایایی نتایج بررسی شد. در ادامه، روابط علی میان متغیرها با تحلیل دادهها و نظرات خبرگان مورد آزمون قرار گرفت و مدل نهایی تدوین شد. نتایج نشان داد 12 متغیر اصلی در سه دسته محیط داخلی، محیط بینالمللی و محور تحلیل مدل تأثیرگذارند. همچنین اجزای اصلی ساختار دولت شامل مأموریتهای کلان، قوانین و مقررات اصلی، تشکیلات کلان، و کانونهای تصمیمساز شناسایی شدند. تحلیل روابط علی میان متغیرها نشان داد به جز یک رابطه، سایر روابط شناساییشده توسط خبرگان تأیید گردید. آزمون کاپا نیز پایایی مطلوب روش فراترکیب را نشان داد. در نهایت مدل بازطراحی ساختار کلان دولت ایران با تأیید نخبگان ارائه گردید. این پژوهش مدلی جامع برای بازنگری در ساختار دولت ایران ارائه میدهد که میتواند با افزایش کارآمدی و همسوسازی با پارادایمهای بینالمللی نظیر حکمرانی خوب و اهداف توسعه پایدار، زمینهساز اصلاحات کلان در سیاستگذاری و ارتقای توسعه متوازن کشور شود.
