تحلیل ابعاد حکمرانی هوشمند در جهت تحقق عدالت اجتماعی و ارتقاء سلامت شهروندان با استفاده از فناوری‌های مشارکت الکترونیکی

هدف پژوهش حاضر، تحلیل ابعاد حکمرانی هوشمند و بررسی نقش مشارکت الکترونیکی در دستیابی به عدالت اجتماعی و سلامت شهری است. این پژوهش با رویکرد ترکیبی (اکتشافی–تأییدی) انجام شد؛ در بخش کیفی، با استفاده از تحلیل مضمون بر مبنای مصاحبه با خبرگان، از میان 176 شاخص، 33 مضمون پایه و 9 مضمون سازمان‌دهنده شناسایی گردید که مضمون فراگیر «حکمرانی هوشمند مبتنی بر مشارکت الکترونیکی برای تحقق عدالت اجتماعی و ارتقاء سلامت» استخراج شد. در بخش کمی، یافته‌های کیفی با استفاده از روش‌های دلفی، مدل‌سازی ساختاری تفسیری (ISM) و معادلات ساختاری (PLS-SEM) اعتبارسنجی شدند. نتایج ISM نشان داد که زیرساخت‌های هوشمند، استراتژی‌های هوشمندی و حمایت از نوآوری متغیرهای پیشران بوده و حکمرانی هوشمند به‌عنوان متغیر وابسته در بالاترین سطح مدل قرار دارد. همچنین نتایج PLS بیانگر آن بود که تمامی سازه‌ها از پایایی و روایی لازم برخوردارند و ضریب تعیین (R²=0.201) برازش قابل قبول مدل را تأیید می‌کند. در نهایت، پژوهش حاضر تأکید می‌کند که مشارکت الکترونیکی نقشی کلیدی در تقویت شفافیت، پاسخگویی و عدالت اجتماعی داشته و سلامت شهروندان را به‌عنوان خروجی اصلی حکمرانی هوشمند ارتقاء می‌دهد. یافته‌ها می‌توانند راهنمایی برای مدیران شهری و سیاست‌گذاران در جهت توسعه پایدار و عدالت‌محور شهرهای هوشمند باشند.
