شناسایی و رتبهبندی عوامل کلیدی مدیریت تلههای اجتماعی در سازمانهای دولتی ایران

هدف این پژوهش شناسایی و رتبهبندی عوامل کلیدی مؤثر بر مدیریت تلههای اجتماعی در سازمانهای دولتی ایران است. این پژوهش از رویکرد ترکیبی بهره گرفت؛ در بخش کیفی با استفاده از تحلیل مضمون و انجام 22 مصاحبه نیمهساختاریافته با خبرگان حوزههای مدیریت، منابع انسانی، جامعهشناسی و روانشناسی، عوامل کلیدی شناسایی شدند. در بخش کمی، با استفاده از پرسشنامه دیمتل فازی و نظرات 12 خبره از همان گروه، اولویتبندی عوامل انجام شد. تحلیل دادههای کیفی با نرمافزار MAXQDA 2020 و تحلیل دادههای کمی با نرمافزار MATLAB انجام گرفت. از تحلیل دادههای کیفی 920 عبارت معنایی استخراج و در قالب 122 کد اولیه، 21 مضمون فرعی و 7 مضمون اصلی شامل اجتماعی، اخلاقی-ارزشی، سازمانی، روانی-عاطفی، رفتاری، شناختی و مدیریتی دستهبندی شدند. نتایج دیمتل فازی نشان داد عامل اجتماعی (D+R=4.132) و عامل اخلاقی-ارزشی (D+R=3.722) بیشترین تعامل و اهمیت را در میان عوامل دارند، در حالیکه عامل مدیریتی (D+R=1.530) کمترین میزان را به خود اختصاص داد. این پژوهش با ارائه مدلی مفهومی برای مدیریت تلههای اجتماعی در سازمانهای دولتی ایران، چارچوبی بومی و چندبعدی پیشنهاد میکند که با تمرکز بر تقویت روابط اجتماعی، ارتقای ارزشهای اخلاقی، اصلاح ساختارهای سازمانی و توسعه برنامههای آموزشی برای تفکر انتقادی میتواند به کاهش ناکارآمدی، افزایش اعتماد عمومی و ارتقای کیفیت خدمات دولتی کمک کند.
