Developing a Governance Model of E-Government with a Focus on the Creation and Development of Digital Businesses

Abstract

The study aims to develop a governance model of e-government oriented toward facilitating and fostering the growth of digital businesses in Iran. This applied and quantitative research employed a developmental approach. The statistical population included IT managers of public organizations, digital transformation experts, startup founders, university faculty, and digital policy specialists. Using Cochran’s formula for unlimited populations, a sample of 384 respondents was selected through purposive sampling. A 57-item questionnaire was applied, whose validity was confirmed through exploratory and confirmatory factor analyses and reliability verified with Cronbach’s alpha (0.895). Data were analyzed using structural equation modeling (SEM) through SPSS and LISREL. The results indicated that intelligent digital policymaking, technological infrastructure and interoperability, digital services and joint business development platforms, human resource empowerment and innovative organizational culture, supportive legal frameworks, stakeholder participation and interaction, and continuous evaluation and improvement all had significant impacts on e-government governance with a digital business development orientation. Model fit indices (RMSEA=0.048, GFI=0.91) confirmed the strong alignment of the conceptual model with empirical data. The findings highlight the necessity of redefining the role of government from a traditional service provider to a facilitator and platform builder. Effective digital governance requires smart and data-driven policymaking, open and secure infrastructures, an innovation-oriented culture, enabling legal frameworks, and structured stakeholder participation. This proposed model provides guidance for policymakers to strengthen the digital ecosystem and support the sustainable growth of technology-driven businesses.
