This study aimed to develop and explain a comprehensive model for strengthening Persian language and literature in order to promote, preserve, and expand Iranian culture and civilization. This applied study adopted a qualitative approach within an interpretive paradigm and employed thematic analysis as its principal analytical strategy. The study population comprised experts and academics with relevant expertise and experience in Persian literature, cultural management, and educational management. Ten participants were selected through purposive sampling, with data collection continuing until theoretical saturation was achieved. Data were gathered through semi-structured interviews and, following transcription, were analyzed inductively through the identification and classification of basic, organizing, and global themes. External review and researcher pluralism were employed to enhance the credibility and trustworthiness of the qualitative analysis. The thematic analysis yielded seven global themes and 27 organizing themes. The global themes comprised preservation of Iranian cultural values, expansion of Islam and reinforcement of Islamic cultural values, preservation and advancement of Persian language and literature, preservation and elevation of Iranian culture and civilization, preservation of Iranian cultural identity, development of Iranian culture and civilization, and global expansion of Persian language and literature. The resulting model indicated that strengthening Persian requires an interconnected set of mechanisms, including protection of cultural values, reinforcement of national identity and cultural cohesion, active engagement of the educational system and literary scholars, preservation of linguistic creativity and productivity, transmission of Iranian and Islamic human values, and systematic promotion of Persian beyond national borders. Persian language and literature function not merely as means of communication but as strategic mechanisms for reproducing cultural identity, transmitting Iranian–Islamic heritage, strengthening social cohesion, and enhancing Iran’s cultural capacity. Accordingly, coordinated educational, cultural, and international policies aimed at preserving, revitalizing, promoting, and strategically internationalizing Persian language and literature can substantially contribute to the sustainable development of Iranian culture and civilization.
