Identifying Islamic Governance Policies with Emphasis on the School of Martyr Soleimani to Improve the Administrative System

Abstract

This study aimed to identify and develop a model of people-centered Islamic governance policies based on the School of Martyr Soleimani and to explain their role in improving the administrative system. This applied-developmental study employed a sequential exploratory mixed-methods design. In the qualitative phase, semi-structured exploratory interviews were conducted with 25 specialists and experts in management and public policymaking selected through purposive sampling. The initially identified components were evaluated and screened using the fuzzy Delphi method. In the quantitative phase, the research questionnaire was administered to 381 managers familiar with governance policies and experts working in the education system of Kerman Province, selected according to Cochran’s sample-size formula. The dimensions were prioritized through the Analytic Hierarchy Process using Expert Choice. Factor analysis and partial least squares structural equation modeling were subsequently conducted in SmartPLS to test the relationships between Islamic governance policies and administrative system improvement. The structural model indicated that democracy, participation, accountability, transparency, effectiveness, and entrepreneurship had a significant positive relationship with Islamic governance (β=0.377, t=9.327, p<0.001). Rule of law, anti-corruption, and transparency of performance and information flow also had a significant positive effect (β=0.524, t=10.938, p<0.001). Justice orientation, cohesion, convergence, synergy, and capacity development were significantly associated with Islamic governance (β=0.378, t=9.720, p<0.001). Mutual trust among governmental institutions, merit-based selection, governmental oversight, and the institutionalization of Islamic values also demonstrated a significant relationship (β=0.252, t=7.214, p<0.001). The strongest path coefficient belonged to Islamic independence and dignity, tolerance and moderation, and Iranian–Islamic model strategies (β=0.547, t=11.737, p<0.001). Collectively, the identified dimensions explained 74.9% of the variance in people-centered Islamic governance (R²=0.749). Policies derived from the School of Martyr Soleimani, particularly Islamic independence and dignity, tolerance, rule of law, anti-corruption, transparency, justice orientation, and public participation, can provide an integrated framework for strengthening people-centered Islamic governance and improving the effectiveness, integrity, and accountability of the administrative system.
