Proposing a Model for Identifying and Recruiting Primary School Principals in Tehran’s Education System

Abstract

The main objective of this article is to propose a model for identifying and recruiting principals in the primary education system of Tehran. The research method is mixed (qualitative–quantitative). In addition to documentary studies, the thematic analysis technique using MAXQDA14 software was employed to identify the factors influencing the identification and recruitment of primary school principals in Tehran’s education system. The statistical population in the qualitative section included all faculty members at universities and experts in educational management, human resources, educational psychology, primary education, as well as experienced school principals and district education administrators. Up to the point of theoretical saturation, 20 interviews were conducted. Based on semi-structured interviews, 3 dimensions, 9 components, 42 categories, and 103 indicators were extracted. In the quantitative section, a descriptive–survey method was applied. The statistical population consisted of all experts and district administrators of Tehran’s education system, among whom 235 individuals were selected using Cochran’s sampling method. The results showed that the dimension of personal characteristics with a coefficient of 0.887, social characteristics with a coefficient of 0.790, and managerial characteristics with a coefficient of 0.751, respectively, had the highest to lowest priority in the model for identifying and recruiting primary school principals in Tehran. Finally, the final model was presented and confirmed with five main dimensions, including philosophy and objectives, theoretical foundations, executive principles, evaluation system, and executive mechanisms.
