شناسایی عوامل، زمینهها و مقابله با رفتارهای کاری انحرافی مدیران ارشد سازمانهای دولتی

معضل رفتارهای کاری انحرافی و نیز بیتوجهی به آن میتواند مانع رسیدن سازمانها به اهداف آرمانی شود؛ از سویی اهمیت مدیران ارشد در در پیشبرد اهداف سازمانی و ملی و دامنه آثار نگرشها، فعالیتها و عملکرد آنها بر کسی پوشیده نیست و از طرفی در کنار ضعف شخصیتی و توانمندیهای شخصی برخی مدیران، در معرض حمله عوامل منحرفکننده داخلی و خارجی قرار گرفتن ایشان، هم بهرهوری را کاهش داده و هم شاهد متحمل شدن ضربات سنگین ناشی از انحراف رفتار و عملکرد مدیران بودهایم. در این وضعیت، بیشتر پژوهشها معطوف به عموم کارکنان شده و به مدیران و رفتارهای انحرافی ایشان بی توجهی شده است؛ لذا هدف این پژوهش شناسایی عوامل و زمینهها و مقابله با رفتارهای مذکور میباشد. روش پژوهش، کیفی است و با استفاده از تحلیل مضمون وضعیت موجود تصویر شده است. در این امتداد، با 17 نفر از مدیران و خبرگان که بهصورت گلوله برفی انتخاب شده بودند، مصاحبه نیمه ساختاریافته انجام پذیرفت و دادهها پس از پیادهسازی و کدگذاری، تحلیل شدند. از تحلیل مصاحبهها 432 کد، 60 مفهوم و 14 مقوله فرعی و 2 مقوله اصلی ظهور یافت که "ضعف در فرایندهای منابع انسانی" بهعنوان مهمترین مقوله فرعی معرفی شد. خانواده مدیر، انحراف سیاسی، اولویت به تعصبات، سقوط در دام اقتصادی، شاکله ذهنی، ویژگیهای اختصاصی و ذاتی مدیر، دریافت هدایا و پورسانت، ارتباطات با همکاران سمی، ضعف قانون و مجری قانون، فرهنگ جامعه، مشکلات اقتصادی و معیشتی، نفوذ بینالمللی و چالشهای نهادهای نظارتی، 13 مقوله دیگر هستند. نتیجه اینکه باید شایسته محوری و نظاممندسازی بهعنوان دو موضوع مهم در راستای حذف بستر انحراف و کاهش رفتارهای انحرافی به شمار آیند و با تشکیل شورای صیانت از شایستهسالاری و طراحی و بهرهبرداری از سامانه جامع مدیران ارشد در کنار سایر پیشنهادهایی که در انتهای مقاله ارائه شد، خلأهای موجود برطرف گردد.
