Dimensions and Components of Human Resource Development Policies in the Law Enforcement Force of the Islamic Republic of Iran Based on the Statement of the Second Step of the Revolution

Abstract

This study was conducted with the aim of examining the dimensions and components of human resource development policies in the Law Enforcement Force of the Islamic Republic of Iran, based on the Statement of the Second Step of the Revolution. From the perspective of its objective, this research is classified as applied-developmental and was implemented using a mixed-method quantitative–qualitative approach. In the qualitative stage, the study population consisted of human resource directors and deputies, university faculty members, and active researchers in the field of human resources of the Law Enforcement Force during 2024. The sample size for this stage was 45 participants, selected through purposive sampling, and data were collected through semi-structured interviews containing 14 open-ended questions. In the quantitative stage, the data collection instrument was a researcher-made questionnaire with 30 items, which was developed based on the results of the qualitative section and was completed by 121 participants selected through convenience sampling. Qualitative data processing was carried out using the thematic analysis technique. The findings of the qualitative phase showed that the overarching themes governing human resource development policies in the Law Enforcement Force of the Islamic Republic of Iran include strengthening organizational culture and commitment, self-sufficiency and economic productivity, innovation in education and scientific collaboration, organizational innovation and transparency, skill and team empowerment, transformational leadership and learning, and organizational adaptability and transformation. The quantitative analysis further confirmed the validation of these themes with varying degrees of importance and impact within the proposed model framework. The results of the study indicate that the model of human resource development policies in the Law Enforcement Force of the Islamic Republic of Iran, grounded in the Statement of the Second Step of the Islamic Revolution, must be based on fundamental pillars including organizational adaptability and transformation, transformational leadership, organizational innovation and transparency, skill and team empowerment, and strengthening organizational culture and commitment. Accordingly, the proposed model has the capacity to enhance organizational performance and contribute to achieving the civilizational goals of Islam in the domain of security and law enforcement.
