Designing a Human Resources Self-Leadership Model in the Ministry of Education

Abstract

This research aims to design a human resources self-leadership model in the Ministry of Education. The strategy of this research is qualitative and based on meta-synthesis. The statistical population of the research includes two parts: documents, articles, theses, books and scientific documents related to the research topic between 1390-1404 and 2000-2025, and the interview section includes three groups of academic experts, expert experts and executive managers of the Ministry of Education. Sampling from scientific sources was carried out using a purposive method in line with the meta-synthesis approach. Also, purposive and snowball sampling methods were used to identify research participants, and this process continued until theoretical saturation of the data was reached, and finally 15 people were selected as the final sample. The data were analyzed using the 7-step approach of Sandelowski and Barroso (2007). According to data analysis, the human resources self-leadership model in the Ministry of Education was designed in the form of 10 main categories, 30 subcategories, and 123 concepts. Based on the findings of this study, it can be concluded that human resources self-leadership plays an effective role in increasing organizational efficiency, flexibility, and innovation by strengthening individual skills and capabilities, smart management, and strategic leadership. Also, this model provides the basis for professional growth and improvement of employee performance by promoting self-awareness, self-regulation, self-management, and strengthening team cooperation and job well-being.
